We were allegedly on our way to a tour of the city at a moment when Port of Spain was under strict security measures due to the Summit of the Americas. The security zones covered the whole capital, and did not permit many to go to work or find transportation for a week. We intended to enter the security zone and march with FITUN and OWTU members in Cipriani Blvd. Being Cipriani one of the most important figures in the history of labor movements in Trinidad and Tobago, the location of the march had symbolic value. It meant to assert the right of workers' organizations to speak publicly about their concerns at a time when the government had engaged in surveillance and disciplinary measures that limited  the activities planned by the People's Summit. (See previous reports for more information). The unannounced event intended to show that the IV People's Summit had planned to partake of a peaceful march through the capital before the government denied their request last week. &lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;At 11:00AM, we arrived to Cipriani Blvd. and marched around the statue of Cipriani, while policemen and women arrived to the neighboring plaza. At a press conference, FITUN and OWTU explained that they meant to reassert the right of Trinidadian people to express themselves in their own country. Soon after, the police began to move towards the area and surround the participants. Quickly FITUN and OWTU members moved the international delegation out of the security area and put us in buses on their way back to St. Augustine. In the meantime, union members marched east towards the Cathedral followed closely by heavily armed police. &lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Union members described the event as "mission accomplished" because they had successfully avoided a confrontational encounter with the police while asserting their right to freely express their reality as workers. Héctor Moncayo, Colombian delegate of the Hemispheric Social Alliance, said: "Dada las condiciones de este país, parece ser algo muy bueno. Fue una manera de protestar entre otras cosas por las limitaciones que le impusieron a las actividades públicas de la Cumbre" (Considering the conditions found in this country, it seems to be a very good (event). It was one way to protest, among other things, due to the limitations imposed on the public activities of the Summit). Guillermo Churuchumbí, representative of indigenous organizations of the Andean region, affirmed: "Reafirmamos nuestro proceso de resistencia y mobilización. . . . Fue una protesta simbólica frente a la Cumbre de las Américas donde se están discutiendo asuntos de negocios . . . y nosotros no estamos de acuerdo" (We reaffirmed our process of resistance and mobilization . . . It was a symbolic protest with respect to the Summit of the Americas where financial issues are being discussed . . . and we do not agree). As we had previously reported, at the opening of the Summit, Churuchumbí called for a Pan-American project that privileged a "modelo del buen vivir" for all instead of the current model that emphasizes the production of profit for a few and the destruction and privatization of natural resources. &lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;After the march, the Summit met again at 3:00PM for a final rally at the University of West Indies, which was well attended by the local press. Military police had been more visible throughout campus all day long waiting for the rally. At the rally, a variety of local and international organizations expressed their desire for sustainable economic models and solidarity throughout the Americas. The Summit also released its message to the heads of state of the Americas. At the time of my departure, delegates of different countries and organizations were meeting to finish the official declaration of the Summit. Along with an international delegation, they protested how the state canceled the march planned originally in Port of Spain for this date as well as harrasment by the police and military, including car searches, military presence and surveillance at University of West Indies, and the detention and deportation of people who planned to attend the Summit. They claimed their legal right to speak freely and march. This declaration will be delivered to the heads of state at the Summit of the Americas. After intense discussion about its content and tone, today it will be voted on. Today people are also strategizing to protest. The Summit had organized a march in Port of Spain that got cancelled by the government, then organized a rally at University of West Indies. However, some participants feel the need to protest the treatment received in Trinidad, the military camp on campus, the helicopters flying over the Summit, and all the detention and even deportation of activists trying to come to the Summit. After having lived with and suffered the negative impacts of 15 years of NAFTA, we are concerned about the expansion to the rest of the Americas of the latest neo-liberal program: the Security and Prosperity Partnership of North America (SPP).&lt;/p&gt;&lt;p style="font-size: 1em; line-height: 1.5em; margin-top: 0px; margin-right: 0px; margin-bottom: 1.5em; margin-left: 0px; "&gt;Three aspects of the SPP that are of most concern include: a) heavily financed security and militarization components, b) an expansion of the model to the rest of the continent c) the surrendering of multiple issues belonging in public domain to corporate control.&lt;/p&gt;&lt;p style="font-size: 1em; line-height: 1.5em; margin-top: 0px; margin-right: 0px; margin-bottom: 1.5em; margin-left: 0px; "&gt;For these reasons we are calling on Presidents Calderon (Mexico), Obama (U.S.) and Prime Minister Harper (Canada) to:&lt;/p&gt;&lt;ul&gt;&lt;li style="font-size: 1em; line-height: 1.5em; margin-top: 0px; margin-right: 0px; margin-bottom: 1.5em; margin-left: 0.5em; "&gt;Conduct a fundamental reopening of the debate regarding the future of NAFTA, which includes broad representation of the most impacted sectors.&lt;/li&gt;&lt;li style="font-size: 1em; line-height: 1.5em; margin-top: 0px; margin-right: 0px; margin-bottom: 1.5em; margin-left: 0.5em; "&gt;Close all of the working groups which have been carrying forward the work of the SPP, and terminate its expansion.&lt;/li&gt;&lt;li style="font-size: 1em; line-height: 1.5em; margin-top: 0px; margin-right: 0px; margin-bottom: 1.5em; margin-left: 0.5em; "&gt;Announce that they will stop using and criminalizing migrants seeking a better life and will work to remove the root causes behind people abandoning their homes and lands.&lt;/li&gt;&lt;li style="font-size: 1em; line-height: 1.5em; margin-top: 0px; margin-right: 0px; margin-bottom: 1.5em; margin-left: 0.5em; "&gt;Demilitarize the border between the U.S. and Mexico and bring down the wall.&lt;/li&gt;&lt;li style="font-size: 1em; line-height: 1.5em; margin-top: 0px; margin-right: 0px; margin-bottom: 1.5em; margin-left: 0.5em; "&gt;Unite behind the imperative to recognize Cuba as a full diplomatic partner in the hemisphere.&lt;/li&gt;&lt;/ul&gt;&lt;p style="font-size: 1em; line-height: 1.5em; margin-top: 0px; margin-right: 0px; margin-bottom: 1.5em; margin-left: 0px; "&gt;Our governments need to recognize the depth and breadth of changes which are happening in the entire hemisphere. There is an urgent need for a changing of attitudes and actions of imposition. These impacts are the result of the irresponsible behavior of a small group of speculators. Entre otros(as), el economista Norman Girvan ofreció sus perspectivas. Girvan ofreció una serie de propuestas para lidiar con la crisis: 1. Las Naciones Unidas son la única organización con la autoridad legítima para solucionar la crisis porque representa a todos los países del mundo; 2. Hay que regular el capital financiero supranacional y global; 3. El mundo no debe depender de la moneda estadounidense para sus transacciones comerciales, sino que se deben desarrollar monedas regionales o una moneda global regulada por un organismo internacional; 3. El bloque de Cuba debe terminar; 4. Los Estados Unidos se debe comprometer a no continuar su política de intervención unilateral. Por su parte, Eric Holt, de Food First, llamó atención al hecho de que el problema del hambre en el mundo no es por falta de comestibles, sino por la pobreza que no le permite a un billón de personas comprar sus alimentos. Un último representante, Camille Chalmers, Asamblea de los Pueblos del Caribe, le sugirió a la audiencia que cada crisis también representa una oportunidad. El argumentó que esta crisis económica nos provee una oportunidad de buscar alternativas al capitalismo. Este panel recibió varias respuestas del público. Varios delegados(as) reiteraron que había que incluir las demandas de comunidades indígenas y discusiones sobre el sabre en conversaciones que tratan los procesos económicos que han producido la crisis económica contemporánea. Tras meses de negociaciones con la policía, se le prohibió a los participantes de la Cumbre de los Pueblos realizar una marcha por la justicia social en Port-au-Spain el sábado. Se alegó que la policía había encontrado evidencia de una posible infiltración de la marcha por grupos que la tornarían en un evento conflictivo. Abdulah, junto con otros líderes, anunció que se llevará a cabo la marcha el sábado, en St. Augustine, comenzando en la Universidad de las Indias Occidentales (UWI) a las 3:00PM. Abdulah discutió otro hecho de importancia. Al activista ambientalista puertorriqueño Alberto de Jesús—mejor conocido como Tito Kayak—no se le permitió entrar al país para participar en la Cumbre de los Pueblos y fue deportado a Puerto Rico en la mañana del jueves. Alrededor de 300 personas se unieron a otros que ya se encontraban en St. Augustine, Trinidad, para reunirse en el Foro de los Trabajadores. Este foro acaba hoy y se incorpora a las actividades de la Cumbre. La ceremonia de apertura de la Cumbre fue liderada por David Abdulah, de la Asamblea del Pueblo del Caribe y la Federación de Uniones Independientes y Organizaciones No Gubernamentales, y Enrique Daza, representando a la Alianza Social Continental. Ambos habían estado participado del foro de trabajadores e iniciaron la Cumbre proponiendo un nuevo modelo de integración regional que no siga los parámetros neoliberales. &lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span lang="ES-TRAD"&gt;Abdulah anunció el fracaso del capitalismo al comentar la manera en la cual se intenta arreglar la corriente crisis económica a través de la inyección de millones a instituciones financieras. El reconocido líder laboral encuentra esperanza en la Cumbre por la manera en que une a los pueblos de las Américas y urgió a todos los participantes a aprender de los movimientos sociales del pasado y del presente al asumir estrategias de movilización. Daza, por su parte, celebró la realidad de que una variedad de gobiernos en Latinoamérica y el Caribe se han distanciado de prácticas neoliberales, y que encontramos un nuevo resurgimiento de movimientos indígenas y campesinos, así como una serie de movimientos sociales importantes en el continente. Daza hizo un llamado urgente a la unión de todas las organizaciones y comunidades representadas en la Cumbre para que respondieran de manera colectiva a la declaración hecha por los presidentes de estado en la Cumbre de las Américas. El notó que esta declaración nuevamente promete cambios sociales necesarios, como el fin de la pobreza, pero no determina qué recursos y mecanismos se utilizarán para lograr esa meta; la declaración reafirma la dependencia regional de la ayuda de “instituciones caducas” como el Fondo Monetario Internacional. Daza terminó su discurso de apertura afirmando que tenemos que “Crear en práctica y teoría un mundo alternativo.”&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span lang="ES-TRAD"&gt;Otros(as) delegados(as) reiteraron la crítica al modelo neoliberal y discutieron la necesidad de terminar el embargo en contra de Cuba e incorporar a Cuba en la Organización de Estados Americanos. El representante de la delegación cubana reafirmó la solidaridad cubana con proyectos de justicia social en el Caribe y Latinoamérica. El representante del Foro de Trabajadores y la Confederación Sindical de Trabajadores y Trabajadoras de las Américas reiteró ideales de integración regional, de una “lucha para construir otra América” donde los pobres no sigan pagando el costo de prácticas neoliberales. Marcela Harris, representante de agricultores en St. Vincent, St. Lucia, Grenada, y Dominica, habló de la lucha por tener seguridad y soberanía alimenticia, de poder consumir lo que uno mismo produce y comida segura para las familias; una posibilidad difícil dentro del contexto neoliberal que exige a las economías caribeñas que se concentren en el turismo. Rosa Guillén, de la Marcha Mundial de las Mujeres, celebró el activismo de mujeres campesinas, indígenas, sindicalistas, y aquellas organizadas en las ciudades por su denuncia del “capitalismo patriarcal y sexista.” El representante de la Coordinadora Andina de Organizaciones Indígenas argumentó que “ese sistema del mercado no es para la vida y que es necesario desarrollar un modelo de “buen vivir” que requiera el reconocimiento de las comunidades indígenas como actores políticos, vivir en armonía con la naturaleza, tratar el acceso a agua como un derecho humano, y desarrollar estados plurinacionales. Varios delegados comentaron sobre la necesidad de actuar desde las comunidades y no esperar por la intervención del estado. De los Estados Unidos, la representante de Global Grassroots, Cindy Wiesner, afirmó que su organización constituída por trabajadores, indígenas, gays, lesbianas, personas transgénero, y mujeres denuncia los tratados neoliberales de libre comercio por su efecto en las poblaciones marginalizadas de todo el continente. Ella exigió una alternativa al capitalismo. Summit organisers had planned a march for social justice in Port of Spain on Saturday, 18th of April, to coincide with the Summit of the Americas. The government has forbidden the march, citing security concerns. Abdulah and other leaders announced that the march will take place in St. Augustine. They asked all interested parties to convene on Saturday at 3:00PM at the UWI campus. Abdulah also discussed the deportation of Puerto Rican environmental activist Alberto de Jesús—better know as Tito Kayak—this morning. Around 300 people joined others who were already in St. Augustine, Trinidad and Tobago celebrating the Worker´s Forum. The opening ceremony of the Summit was led by David Abdulah, representative of the Assembly of Caribbean Peoples and the Federation of Independent Trade Unions and NGOs, and Enrique Daza, representative of the Hemispheric Social Alliance. Both encouraged the audience to seek a model of regional integration that does not follow neoliberal tenets. &lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span lang="ES-TRAD"&gt;Abdulah announced the failure of capitalism by commenting on the attempt to fix the current economic crisis through the bailout of financial institutions. The reknowned union leader found hope in the Summit for bringing together all the peoples of the Americas. He urged the participants to learn from social movements of the past and the present as they attempt to mobilise their respective constituencies. On the other hand, Daza celebrated the fact that various governments in Latin America and the Caribbean have distanced themselves from neoliberal practices, and that, throughout the continent, we find newly invigorated indigenous and peasant movements, as well as other important social movements. Daza urged all the organisations and communities represented in the Summit to respond together to the declaration made by heads of state in the Summit of the Americas. He noted that the declaration promises much needed social changes, such as the end of poverty, but does not explain which resources will be used or mechanisms implemented to achieve this goal; the declaration reiterates the regional dependence on financial aid from “obsolete organisations” like the International Monetary Fund. Daza ended his speech affirming that we must “create in practice and theory an alternative world.” &lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span lang="ES-TRAD"&gt;Other delegates reiterated the critique of the neoliberal model and discussed the need to end the blockade against Cuba and to incorporate Cuba in the Organisation of American States. The representative of the Cuban delegation reaffirmed Cuba’s solidarity with social justice projects in the Caribbean and Latin America. The representative of the Worker´s Forum and the Confederación Sindical de Trabajadores y Trabajadoras de las Américas reiterated ideals of regional integration, “of a struggle to build another America” where the poor do not continue to pay the price of neoliberal practices. Rosa Guillén, who represents the World March of Women, celebrated the activism of indigenous and peasant women, female labour organisers, women who are organised in cities for their challenge to a “patriarchal and sexist capitalism.” Marcela Harris talked about the struggles of farmers who attempt to achieve food security and sovereignty. Uniting his voice to others, the representative of the Andean Coordinator of Indigenous Organisations asked everyone to act in their communities--not to wait for the state to intervene in struggles for equity, access to basic need and natural resources, and the right to participate in decision-making processes--and to maintain one’s cultural practices and knowledge and to live in harmony with nature. &lt;p&gt;The V Summit of the Presidents and Prime Ministers of the Americas will take place in Trinidad and Tobago in April, 2009. It will be the first continental Summit after Mar del Plata in 2005 that has been held since the failure of the FTAA became evident, and it will be the first to be attended by Barack Obama as the new President of the United States.&lt;/p&gt; &lt;p&gt;For the popular movement this event marks an important moment to define a public stance with regard to the fast moving events over the past year. These include: regional integration problems; the global crisis; our position in response to the new government in the US; taking the opportunity to discuss the popular movement's agenda with an eye to deepening the debate; confronting the neo-liberal model and formulating alternatives. It will also be an opportunity to strengthen ties with social movements from the Caribbean.&lt;/p&gt; &lt;p&gt;The thematic areas for the presidential Summit of the Americas have been put forward by their organizing committee, and their formulation points to a growing adherence to neo-liberal ideas as the way out of the current crisis, along with a heightened preoccupation with security issues and the militarization of our countries. The thematic areas in the 'official' Summit are: energy security; environmental sustainability; public security; and democratic governance.&lt;/p&gt; &lt;p&gt;An important thing to keep in mind in the process leading up to this Summit is that on the initiative of the US under the Bush administration, government representatives from Canada, Colombia, Costa Rica, Chile, El Salvador, Guatemala; Honduras, Mexico, Panama, Peru, the Dominican Republic, and the US met in New York on the 24th of September, 2008 to underline a "commitment to the liberalization of trade and investment" and to claim that they had "taken measures to sign and implement free trade agreements" that, according to them, "have contributed significantly to a reduction in poverty" and they reaffirmed their "commitment to the securing of an ambitious agreement in the WTO Doha Round of negotiations, based on free trade and the continued effort to promote economic integration in the hemisphere".&lt;/p&gt; &lt;p&gt;As was made clear at the People's Summit in Salvador de Bahia, "the Bush government has sought to divide the region, resuscitate the failed FTAA proposal, put obstacles in the way of, or avoid the alternative regional integration processes while deepening the free trade blueprint – opening up to foreign investments, indebtedness in various countries, and militarization – and the European Union for its part is pushing similar policies in the region". The jury is still out on whether the government of Obama will continue with these policies or it will be looking to make a fundamental shift in its relations with the rest of the region.&lt;/p&gt; &lt;p&gt;On the other hand, in Latin America integration initiatives are being developed that point to greater regional autonomy, excluding the US (and Canada) as could be seen from the results from the Presidential Summit (Lat. Am. and Carib.) held at the end of 2008 in Salvador de Bahia. Nonetheless, these processes and the distance-taking from the Bush policies are not in themselves free from contradiction.&lt;/p&gt; &lt;p&gt;The role of the social movements in recognizing where these contradictions exist while generating alternative proposals for integration takes on now, as we approach the IV Summit of the People, a much greater importance. This gathering in Trinidad will be a time to renew our opposition to the neo-liberal economic model and demand that our governments support development policies based on: equality and social justice; guarantee of food and energy sovereignty; concern for the environment; Latin American (focus for) development ties; gender equality; and ethnic and cultural diversity.&lt;/p&gt; &lt;p&gt;The IV Peoples' Summit represents an important moment to have exchanges with the social movements in the Caribbean with the purpose of continuing to advance our work with respect to peoples' integration and to strengthen our voices in opposition to the neo-liberal model.&lt;/p&gt; &lt;p&gt;We invite social movements, campesinos, indigenous peoples, unions, women's organizations, environmental organizations, human rights organizations, students, as well as networks and other organizations to participate in the IV Peoples' Summit that will take place in Trinidad and Tobago in April 2009 as the V Summit of the Heads of State of the Americas gets underway.&lt;br /&gt;Addenda for upcoming discussions by H.S.A. members and other Summit participants:&lt;/p&gt; &lt;p&gt;We still need to be clearer on the exact dates for our Summit at around the time that the official Summit will be taking place, putting those dates in our calendars and looking for the necessary financial support. We await your comments and suggestions to be able to collectively build the agenda and a methodology for our Summit.&lt;/p&gt; &lt;p&gt;Report on Organization&lt;/p&gt; &lt;p&gt;The Official Summit&lt;br /&gt;The Summit of the Americas will be held from April 17th to 19th in the Regency Hotel in the Port of Spain. The OAS and the Trinidad Summit Organizing Committee are coordinating four conferences (from April 14th to 16th) on the following themes: youth, business, civil society and work. These meetings with civil society will be held on cruise ships, where the participants in the conferences will be lodged. &lt;/p&gt; &lt;p&gt;The Peoples’ Summit&lt;br /&gt;Considering the dates of the official Summit, the official meetings with civil society, and the transportation and housing services available on the island, the Peoples’ Summit will be held from April 16th to 18th, 2009 in Trinidad &amp;amp; Tobago.&lt;/p&gt; &lt;p&gt;The Assembly of Caribbean People’s coordinating team, the Hemispheric Social Alliance and a local organizing committee are coordinating the organization of the Peoples’ Summit.&lt;/p&gt; &lt;p&gt;Calls to participate in the Summit have been made through Internet list-serves, as well as meetings held during the Americas Social Forum and the World Social Forum. Various social organizations participated in these meetings, manifesting their interest in participating in the Summit. &lt;/p&gt; &lt;p&gt;In the Caribbean region, meetings have been held with the following organizations: Caribbean Policy Development Centre (CPDC), Windward Islands Farmers’ Association (WINFA), Inter-Agency Group of Development Organizations (Grenada), and the Caribbean Congress of Labour (CCL). The support of the following networks has also been confirmed: Caribbean Association of Feminist Research and Action (CAFRA), Association of Development Agencies (Jamaica) and Oxfam’s Caribbean office.&lt;/p&gt; &lt;p&gt;Thematic Areas of the Peoples’ Summit&lt;br /&gt;Panels on important issues in the regional and world context will be organized. As such, meetings between organizations attending the event and social movements from the Caribbean and the continent will be held.&lt;/p&gt; &lt;p&gt;On the first and third day of the Summit, a space for holding self-organized events is being planned. Será la primera cumbre continental después de la de Mar del Plata en 2005, cuando se protocolizó el fracaso del ALCA y también la primera a la que asistirá Barack Obama como nuevo presidente de Estados Unidos.&lt;/p&gt; &lt;p&gt;Para el movimiento popular esa reunión será una ocasión importante para definir una posición pública ante los acelerados acontecimientos del último año, incluyendo los problemas de la integración regional, la crisis global, la definición ante las posiciones del nuevo gobierno de EEUU, así como para discutir la agenda del movimiento social con miras a profundizar el debate, la confrontación y la formulación de alternativas al modelo neoliberal. También será una ocasión para estrechar lazos con los movimientos sociales del Caribe.&lt;/p&gt; &lt;p&gt;Los temas de la Cumbre de las Américas ya han sido presentados por el comité organizador, en ellos se evidencia un fortalecimiento de las ideas neoliberales como estrategia de salida a la crisis y una preocupación cada vez mayor por la seguridad y la militarización de nuestros países; los ejes de trabajo serán: seguridad energética, sostenibilidad ambiental, seguridad pública y gobernabilidad democrática.&lt;/p&gt; &lt;p&gt;Un antecedente importante de este proceso es el hecho de que por iniciativa de Estados Unidos, todavía bajo el gobierno de Bush, los representantes de Canadá, Colombia, Costa Rica, Chile, El Salvador, Estados Unidos, Guatemala, Honduras, México, Panamá, Perú y la República Dominicana, se reunieron en Nueva York el 24 de septiembre de 2008 para resaltar el “compromiso común con la liberalización del comercio y la inversión” y reivindicar que habían “tomado medidas para suscribir y poner en vigor tratados de libre comercio” que, según ellos, “han contribuido significativamente a la reducción de la pobreza” y declararon su “compromiso con la concertación de un acuerdo ambicioso en las negociaciones de la Ronda de Doha de la Organización Mundial del Comercio, con los objetivos del libre comercio y la continuación de los esfuerzos para promover la integración económica en el hemisferio.&lt;/p&gt; &lt;p&gt;Como se manifestó en la Cumbre de los Pueblos reunida en Salvador Bahía, “el actual gobierno de Bush en los Estados Unidos ha buscado dividir la región, reeditar la fracasada propuesta del ALCA, ha tratado de entorpecer o evitar los procesos de integración regional alternativos y profundizar los esquemas de libre comercio, apertura a las inversiones, endeudamiento en varios países y militarización, y la Unión Europea sigue buscando impulsar políticas similares en nuestra región”. Aún se debate si el nuevo gobierno de Obama continuará estas políticas o hará un replanteamiento de las relaciones con la región.&lt;/p&gt; &lt;p&gt;Por otro lado, en América Latina se han desarrollado iniciativas de integración que apuntan a una mayor autonomía regional, excluyendo a EE.UU., como se evidenció en las cumbres de presidentes que coincidieron en Salvador Bahía a finales de 2008. Sin embargo, estos procesos y la toma de distancia con la política de Bush no están exentos de contradicciones. &lt;/p&gt; &lt;p&gt;El rol de los movimientos sociales en el reconocimiento de estas contradicciones y en la generación de propuestas alternativas de integración adquiere ahora, de cara a la IV Cumbre de los Pueblos, una relevancia aún mayor. Este será un espacio para renovar el rechazo al modelo económico neoliberal y para reclamar de nuestros gobiernos políticas de desarrollo basadas en la igualdad y en la justicia social, garantizando la soberanía alimentaria y energética, el cuidado del ambiente, los lazos de cooperación latinoamericana, la igualdad de géneros y la diversidad étnica y cultural. &lt;/p&gt; &lt;p&gt;Así mismo, será de gran importancia el intercambio con los movimientos sociales del Caribe, con el fin de continuar avanzando en la integración de los pueblos y fortalecer nuestras voces de rechazo frente al modelo neoliberal.&lt;br /&gt;Invitamos desde ahora a los movimientos sociales, campesinos, indígenas, sindicales, de mujeres, organizaciones ambientalistas y de defensa de derechos humanos, así como a las redes y otras organizaciones a participar en la IV Cumbre de los Pueblos que será realizada en Trinidad y Tobago en abril de 2009 frente a la V Cumbre de Jefes de Estado de las Américas. Debemos definir con precisión los días de nuestra reunión alrededor de las fechas de la cumbre oficial, separándolas y buscando entre todos los recursos financieros. Esperamos sus reacciones y aportes para armar colectivamente la agenda y metodología de nuestra cumbre.&lt;/p&gt; &lt;p&gt;Informe de la organización&lt;/p&gt; &lt;p&gt;1. Cumbre oficial&lt;/p&gt; &lt;p&gt;La Cumbre de las Américas se realizará entre el 17 y el 19 de abril en el hotel Regency de Puerto España. Habrá cuatro conferencias (14-16 de abril) con actores de la sociedad civil, coordinadas por la OEA y el Comité Organizador de la Cumbre de Trinidad, los temas son: jóvenes, empresarios, sociedad civil y trabajo. Cumbre de los Pueblos&lt;br /&gt;Teniendo en cuenta las fechas de la Cumbre oficial, las reuniones oficiales con la sociedad civil y las condiciones del transporte y el alojamiento en la isla, la Cumbre de los Pueblos se realizará entre el 16 y el 18 de abril de 2009 en Trinidad y Tobago.&lt;br /&gt;La organización de la Cumbre es coordinada por la coordinación de la Asamblea de los Pueblos del Caribe, la Alianza Social Continental y el comité organizador local.&lt;br /&gt;La convocatoria se ha realizado a través de las listas de información en internet, se han desarrollado reuniones en el marco del Foro Social Américas y del Foro Social Mundial, a las que asistieron distintas organizaciones sociales que manifestaron su interés en participar en la Cumbre.&lt;br /&gt;En el Caribe, se han realizado encuentros con las siguientes organizaciones: Caribbean Policy Development Centre (CPDC), Windward Islands Farmers’ Association (WINFA), Inter-Agency Group of Development Organizations (Grenada), y el Caribbean Congress of Labour (CCL). Local&lt;br /&gt;Se confirmó el uso de la Universidad técnica Cipriani como local de la IV Cumbre de los Pueblos, localizada a 12 km de Puerto España. Tiene un auditorio para 420 personas con equipos audiovisuales, seis salones para 100 personas cada uno y 13 salones pequeños para 50-60 asistentes. Todos los espacios cuentan con aire acondicionado e internet inalámbrico.&lt;/p&gt; &lt;p&gt;6. Acomodación&lt;br /&gt;La Universidad de West Indies tendrá tres edificios de residencias disponibles en abril, se están haciendo las gestiones para que se permita su uso durante la Cumbre:&lt;br /&gt;• Un edificio (todas las habitaciones tienen aire acondicionado):&lt;br /&gt;o 35 habitaciones con cama sencilla, baño y cocineta&lt;br /&gt;o 4 apartaestudios con cama doble, sala, baño y cocineta&lt;br /&gt;• Dos edificios:&lt;br /&gt;o 120 habitaciones con dos camas sencillas, con baños comunales&lt;br /&gt;• Dos  pisos para recreación disponibles que pueden ser usados como comedor para el desayuno.&lt;br /&gt;Se han reservado habitaciones para 40 personas en la Inter-Varsity Christian Fellowship, ubicada a 15 minutos del sitio donde se desarrollará la Cumbre.&lt;br /&gt;7. Movilización &lt;/p&gt; &lt;p&gt;Se ha programado una movilización para el día 17 de abril, antes del inicio de la Cumbre oficial. Se llevaron a cabo encuentros con el jefe de policía y el ministerio de Relaciones Exteriores de Trinidad y se obtuvieron las autorizaciones requeridas para la realización de la movilización.&lt;/p&gt; &lt;p&gt;8. Logística&lt;br /&gt;a) Visa&lt;br /&gt;La Oficina de migraciones confirmó su disposición a apoyar la llegada de los asistentes a la Cumbre. En marzo estuve dos semanas viajando por los parques nacionales de Utah y estuve unos días en Telluride, Colorado. Fue un viaje increíble explorando la geografía deslumbrante de esa región. Fue un viaje que me ayudo a entender un poco más la historia política de este país así como los intereses y las experiencias diversas que lo constituyen. Viajamos por pueblos pequeños, agrícolas, así como áreas de-industrializadas, pueblos que antes minaban uranio y todavía están intentando deshacerse de los residuos dejados atrás por esa historia. Conocimos a una mujer que nos hablo sobre la vida de su familia dueña de una hospedería: "work, here, we know what work is 365 days a year." También visitamos el vecindario de invierno de Dick Cheney y Tom Cruise en Mountain Village, Colorado. En el pueblo vecino, Telluride, encontramos gente que hablaban sobre un tiempo no muy lejano cuando ésta era una zona remota donde vivían los trabajadores de las minas y gente dispuesta a no tener comodidades para poder disfrutar la naturaleza circundante. En Mountain Village encontramos a aquellos que ni siquiera miran a los que no pertenecen a su clase.  Fueron dos semanas llenas de contrastes que ejemplifican algunas de las disparidades sociales-económicas y realidades geográficas que caracterizan a este país. &lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;La semana que viene estaré participando en la Cumbre de los Pueblos en Trinidad y Tobago. Se estarán discutiendo proyectos de integración regional y situaciones que afectan diferentes comunidades en el continente. The United States' current economic crisis has been in my mind. Thousands find themselves unemployed. More people seek free meals every day. What is the fate of higher education institutions in such a moment?&lt;br /&gt;&lt;br /&gt;Universities throughout the nation are at the moment adjusting to losses in their investment portfolios and endowments, cost increases, and reduced assistance from the state. The privatization of public universities looms in the horizon. Cuts are discussed everywhere. These recent developments only add to the wave of cuts in and state disinvestment from public education for the past two or three decades. Tuition is higher and our students are expected to be in classrooms with still larger numbers of students, counting with less financial, academic, and human resources. Faculty are expected to attend to larger numbers of students in order to increase revenue and justify their existence. Adjunct faculty find resistance to their historical demands to better salaries, benefits and job security, though our research universities would not be able to operate as efficiently without them. Staff are asked to take days without pay, take on more responsibilities, and accept less benefits and reduced health care, or risk losing their jobs at a moment when finding employment is increasingly difficult. Admission policies are modified to bring in students who will pay more for their education. Suddenly, there is a need to have a "more competitive" student body. Higher SAT scores and GPAs are required from incoming students. The budget crisis justifies all these measures. We must beware.  These measures have been in the making for a while.&lt;br /&gt;Meritocracy, free market, personal responsibility, colorblindness .  . . These words have justified cuts in public services, health care, welfare and education since the seventies. Accepting such measures now means losing the what student and labor struggles have gained in spite of the neoliberal consensus.  Who continues to be sacrificed in the name of austerity? Who continues to pay the price of our commitment to corporate welfare, even in educational institutions? These are the questions we must ask ourselves before giving up on our commitment to teach our students in the best possible conditions, of increasing access to higher education to low income students and students of color, to remunerate properly all those who make possible the education of our present and future generations. We have to wait and see if the new federal budget will drastically change our panorama. (More on the budget next time)&lt;br /&gt;&lt;br /&gt;Teaching Ethnic Studies, I have realized that even students who understand the historical circumstances that have produced racial and economic disparities in the U.S. have a difficult time imagining what to do right now. At times there seems to be a lack of hope, a lack of community. For some, it seems impossible to resist our historical moment because it will not touch them (or so they believe) or because they are resigned to it. Others cannot imagine a different world. Others are in search for community, for others willing to produce change. Others seek strategies. I have come to realize that as teachers we have the responsibility of not only giving our students tools to diagnose the problem but also respond to it in concrete ways. This is a challenge for teachers who do not wish to impose their ways unto students, but rather want to see students develop their own. Now I find myself trying to place my students in situations that require us to apply what we have learned reading Audre Lorde, Malcom X, Martin Luther King, Angela Davis. By pretending to act and change a social problem together, I hope that they gain skills that will help them respond to our economic crisis.&lt;br /&gt;&lt;br /&gt;In the meantime, I myself try to remain hopeful at a moment when it is clear to me that, as a women of color, I must develop particular strategies to not only survive but also intervene in debates regarding the future of our public education system. I am constantly learning how to survive, but survival is not enough. There is no survival without change. But at times it seems that our place in academic institutions is a vulnerable one. As we attempt to survive and change institutional constraints and demands, we risk losing our health and ourselves. In this podcast, Dr. Lamia Karim of the University of Oregon shares her research on the real-life impact and spiriling debt consequences of microfinance for women in Bangladesh. Her research on the Grameen Bank and other NGOs reveals many of the unintended consequences of microfinance driven development strategies and offers the means by which policy makers can design better anti-poverty programs. Their concerns can be summarized in the following questions:&lt;br /&gt;&lt;br /&gt;How can we sustain the momentum gained by different communities during the election process? Will Obama continue to sustain his approval ratings, despite the economic crisis? Are we going to witness a profound change in the state's treatment of minority populations? What about the call for immigration reform? What must be done when we support his policies and when we don't? How can we build cohesive progressive response across personal and ideological differences in our communities?&lt;br /&gt;&lt;br /&gt;Different perspectives emerged through our conversation.  However, we all seemed to agree on the incredible symbolic value of having a family of color in the White House. We can only wonder how it will change the way future generations imagine their realm of possibilities. We noticed a refreshing rhetorical change from fear to hope, from one-word policy explanations to nuanced understandings of the world, from confrontation to respect. Consensus and dialogue have become keywords of the new administration.&lt;br /&gt;&lt;br /&gt;However, we also realized the potential of wavering in our daily and active commitments to social justice. Suddenly, our demands seem to be represented by the state. We concluded that we need to continue organizing, pushing for the kind of change we want, and developing an atmosphere open to progressive claims as our national and foreign policies are re-articulated.&lt;br /&gt;&lt;br /&gt;This is the opportunity offered by the 4th People's Summit taking place in Trinidad and Tobago in April. Según el Diccionario de la Real Academia Española, “jabado” es un mulato “de piel y ojos claros y pelo rizado castaño claro o rubio”. El término se utiliza popularmente en Puerto Rico, Cuba, República Dominicana y otros países caribeños para referirse a una mezcla de características físicas típicas de origen europeo, como la tez clara, y de origen africano, como el cabello ensortijado. De niño, tenía el pelo rubio y encrespado, igual que mi padre, aunque ambos fuéramos muy blancos y medio “coloraos”. Por eso me decían “el jabao” de la familia.&lt;br /&gt;&lt;p class="Bajada"&gt;Desde pequeño aprendí que, en nuestra sociedad, tener el pelo “pasú” era un serio defecto físico y hasta moral. Por mucho tiempo, me recortaban tan cortito que me resaltaban las orejas puntiagudas. Siempre me costaba trabajo aplastarme el cabello ondulado, incluso mojado, y envidiaba aquellas largas melenas que pusieron de moda los hippies en los años sesenta y setenta. Cuando los negros americanos adoptaron el “afro” y el “curly”, me desprendí de antiguos complejos y me dejé crecer los rizos. Pero la liberación de mis greñas hirsutas no duró mucho más allá de mis estudios universitarios. Entonces comenzaron a obrar fuertes genes -principalmente maternos- y me quedé calvo prematuramente.&lt;/p&gt;&lt;br /&gt;&lt;p class="Bajada"&gt;Volviendo al término “jabao”, ¿por qué esa manía de catalogar a todo el mundo según su pelo “bueno” o “malo”? ¿Y por qué tantas mujeres se “planchan” regularmente sus bucles? En un ensayo provocador, la antropóloga Isar Godreau propone que muchas puertorriqueñas no se alisan el pelo porque rechacen su negritud, sino porque aspiran a un prototipo de belleza mestiza. La socióloga Ginetta Candelario llegó a una conclusión similar al estudiar un salón de belleza dominicano en la ciudad de Nueva York. Allí, el ritual del desrizado afirma una estética híbrida entre blancos y negros, que celebra el “look” hispano o latino: pelo lacio, piel morena, ojos oscuros, rasgos “finos”.&lt;/p&gt;&lt;br /&gt;&lt;p class="Bajada"&gt;¿Cuánto tiempo, esfuerzo y dinero se invertirán en transformar el pelo “grifo” en pelo “muerto”? ¿Cuántas personas sufrirán, como lo hice yo antes de perder el grueso de mi cabellera, porque su textura no corresponde a estándares europeos? Sólo su peinador lo sabe, como rezaba un conocido anuncio publicitario para un tinte de cabello. Ése también es el título de un artículo de la antropóloga Casandra Badillo, quien argumenta que el pelo lacio es un símbolo clave de belleza, decencia, elegancia y limpieza en la cultura dominicana. En una población predominantemente mulata y negra, tal ideal requiere de un constante, costoso y doloroso tratamiento químico del cabello para hacerlo lucir naturalmente lacio.&lt;/p&gt;&lt;br /&gt;&lt;p class="Bajada"&gt;En Estados Unidos, el concepto de “jabao” no tiene un equivalente exacto, aunque el término despectivo “high yellow” designa a un mulato de piel amarillenta. Recuerdo que un compañero boricua de mis años universitarios en Nueva York, quien llevaba orgullosamente un enorme “afro” pero tenía la tez clara, despertaba gran curiosidad entre los americanos blancos, que no podían clasificarlo racialmente. Actualmente, algunos describirían al presidente electo Barack Obama como “high yellow”. Sin embargo, el discurso racial binario, dominante en Estados Unidos, lo considera simplemente “negro” o “afroamericano”.&lt;/p&gt;&lt;br /&gt;&lt;p class="Bajada"&gt;Históricamente, el concepto de “jabao” surgió en un sistema de opresión colonial y racial, que encasillaba a la gente por su condición legal, apariencia física y origen familiar. Con el tiempo, ese sistema fue elaborando múltiples categorías intermedias entre personas de ascendencia europea y africana. Así nació el “jabao”, producto de la combinación de diferentes texturas de pelo, colores de piel y rasgos faciales. Aunque la esclavitud se abolió en la Isla hace más de un siglo, muchos siguen denigrando cualquier señal de un antepasado africano. But the country that &lt;br /&gt;prides itself on racial mixing and tolerance is also being forced to take a &lt;br /&gt;reality check. &lt;br /&gt;&lt;br /&gt;&gt; Though half of  Brazil 's 190 &lt;br /&gt;million people are black — the world's largest black population outside Nigeria &lt;br /&gt;— power remains firmly in the hands of whites. The country has few blacks in top &lt;br /&gt;political positions, and government studies consistently show  blacks in Brazil  earn half as much as &lt;br /&gt;whites. &lt;br /&gt;&lt;br /&gt;&gt; "This Brazilian hypocrisy that says racism does not exist is one of the &lt;br /&gt;things that keeps the nation from advancing," said Stepan Nercessian, an actor  &lt;br /&gt;and  Rio de Janeiro city &lt;br /&gt;councilman , who is white. &lt;br /&gt;&lt;br /&gt;&gt; Latin America's largest country has long looked down its nose at the racial &lt;br /&gt;discord in the U.S. — segregation laws,  civil rights battles  and a strained  social dialogue  that continues &lt;br /&gt;today. &lt;br /&gt;&lt;br /&gt;&gt; But Obama's election is making Brazilians look inward, with some arguing that &lt;br /&gt;an American-style struggle is  exactly what Brazil is missing. &lt;br /&gt;&lt;br /&gt;&gt; "I think it is important for young black Brazilians to know how the  civil rights movement  progressed in &lt;br /&gt;the U.S. and how it produced not just Obama, but blacks at the highest levels of &lt;br /&gt;American businesses," said Edson Santos, Brazil's minister of racial equality, &lt;br /&gt;who is black. "It is important that they have contact with this reality." &lt;br /&gt;&lt;br /&gt;&gt; Glaucia Carvalho Oliveira is one of those young people. &lt;br /&gt;&lt;br /&gt;&gt; "All of a  sudden, Obama has arrived and taken us to the next level," she &lt;br /&gt;said, sweat glistening on her face as she assembled her snack stand on Rio's &lt;br /&gt;Copacabana beach. "We black Brazilians need him as much as the Americans &lt;br /&gt;do." &lt;br /&gt;&lt;br /&gt;&gt; Brazil and the U.S. were two of the largest slave-owning societies in the &lt;br /&gt;Americas — some 4 million shipped to Brazil and 500,000 to the U.S. — and the &lt;br /&gt;two countries that benefited most from the slave trade. &lt;br /&gt;&lt;br /&gt;&gt; Brazil freed its blacks in 1888, the last country in the Americas to  do so. &lt;br /&gt;In that year it abolished all its race laws, while American blacks had to fight &lt;br /&gt;for more than 100 years after they were freed to gain full rights as &lt;br /&gt;citizens. &lt;br /&gt;&lt;br /&gt;&gt; Black and white  Brazilians &lt;br /&gt;mix easily in both marriage and social venues, from soccer matches to samba &lt;br /&gt;clubs. Beyond the half of the population that is black, most Brazilians are of &lt;br /&gt;mixed ancestry and have a census category, "parda." &lt;br /&gt;&lt;br /&gt;&gt; No such category exists in the U.S.  census. Obama, who is half white and &lt;br /&gt;identifies as black, could call himself parda if he were Brazilian. &lt;br /&gt;&lt;br /&gt;&gt; Despite Brazil's social ease around race, many argue that its blacks simply &lt;br /&gt;moved from the slave quarters to the slums. &lt;br /&gt;&lt;br /&gt;&gt; They are only 3 percent of Brazil's college graduates. Only one senator among &lt;br /&gt;81 is black, which mirrors the U.S. breakdown, except that blacks are only 13 &lt;br /&gt;percent of the U.S. population. Twelve of Brazil's lower house's 513 members are &lt;br /&gt;black, compared with 46 out of 435  U.S. house members. &lt;br /&gt;&lt;br /&gt;&gt; With Brazil's history of  authoritarian governments  and extreme poverty, blacks &lt;br /&gt;only started organizing in the last 40 years, said Reginaldo Lima, who is black &lt;br /&gt;and directs AfroReggae, which works on race and violence issues in Rio's &lt;br /&gt;slums. &lt;br /&gt;&lt;br /&gt;&gt; Six years ago the country elected its first blue-collar president, Luiz &lt;br /&gt;Inacio Lula da Silva, a white man who enjoys huge support among blacks. But only &lt;br /&gt;two of his 28 government  ministers are black.  &lt;br /&gt;&lt;br /&gt;&gt; In 2003 Brazil appointed its first black Supreme Court justice, Joaquim &lt;br /&gt;Barbosa, whom some consider a future  presidential candidate . Barbosa traveled to &lt;br /&gt;Washington to watch the U.S. elections.  &lt;br /&gt;&lt;br /&gt;&gt; Many whites play down the level of prejudice in Brazil, saying the &lt;br /&gt;inequalities are economic, not racial.  &lt;br /&gt;&lt;br /&gt;&gt; "We see people not as black or white. We don't look at a black person and &lt;br /&gt;think they are not as capable as whites,"  said medical secretary Liliane Lyra, &lt;br /&gt;43. "It is more a social problem that separates the races here, a lack of &lt;br /&gt;opportunity for the poor."  &lt;br /&gt;&lt;br /&gt;&gt; But Alannah Xavier, 26, says her black skin, not her economic status, keeps &lt;br /&gt;her from getting work as a model in Brazil.  &lt;br /&gt;&lt;br /&gt;&gt; "You know where I work the most? In Germany ... a nation that is supposedly &lt;br /&gt;so racist with its Nazi past," said Xavier. "Here in Brazil they only have work &lt;br /&gt;for blondes. Crazy, no?"  &lt;br /&gt;&lt;br /&gt;&gt; Since Silva took office, there have been  positive changes, notably &lt;br /&gt;affirmative action in the university system, said Jose Vicente, director of &lt;br /&gt;Ciudadana Zumbi dos Palmares University, who is black.  &lt;br /&gt;&lt;br /&gt;&gt; Lima says Obama's election will help that struggle.  &lt;br /&gt;&lt;br /&gt;&gt; " Barack Obama  represents &lt;br /&gt;what every black person in the world has been hoping for: that the fight of the &lt;br /&gt;dream for racial equality in  North &lt;br /&gt;America  can spread to the entire world," he  said.  &lt;br /&gt;&lt;br /&gt;&gt; Others doubt there will be an "Obama effect."  &lt;br /&gt;&lt;br /&gt;&gt; "This is a very racially mixed country, but all the elites are white. Things &lt;br /&gt;have been so bad for so long, I think people just accept it," said  Carlos Eduardo Antones , 21, a waiter &lt;br /&gt;and part-time student who is black.  &lt;br /&gt;&lt;br /&gt;&gt; Either way, Emmanuel Miranda is happy to savor the moment.  &lt;br /&gt;&lt;br /&gt;&gt; The 53-year-old  Rio de Janeiro &lt;br /&gt;policeman , who is  black, sipped an espresso in a cafe off Copacabana &lt;br /&gt;beach, lit his first cigarette of the day, and declared a new era.  &lt;br /&gt;&lt;br /&gt;&gt; "The U.S. is a country to dream about, and for us  black Brazilians  it is even easier to do so now," he &lt;br /&gt;said. Aunque en Oregon podemos votar por correo, es mi práctica—en cierta forma nostálgica—votar en persona en la oficina de la comisión electoral. Este año la exasperada crisis financiera, los años de invasión en el Medio Oriente y las discusiones sobre género, raza, y clase que emergieron dado el posicionamiento social de Sen. Hillary Clinton, Sen. John McCain, Gov. Sarah Palin, Sen. Barack Obama y Sen. Joe Biden le dieron una connotación especialmente histórica a estas elecciones y me motivaron aún más a votar en persona y documentar el proceso.&lt;span style=""&gt;  &lt;/span&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="" lang="ES-TRAD"&gt;&lt;span style=""&gt;            &lt;/span&gt;Varios de mis colegas, profesores universitarios, y yo fuimos a depositar nuestro voto en la comisión electoral y fotografiamos ese momento para la historia. Era claro para nosotros, sin saber el resultado, que estas elecciones transformarían nuestras discusiones sobre política racial en los Estados Unidos—incluyendo Puerto Rico—y posiblemente más allá de este país. Ahora me pregunto: ¿Cuáles son las repercusiones de estas elecciones en nuestro tratamiento de desigualdades sociales? ¿Cuáles son las repercusiones en nuestra compresión de cómo funcionan raza, etnicidad, clase y género en las políticas públicas del estado, investigaciones académicas y el salón de clases? Y, de manera muy personal, me cuestiono ¿qué me impidió imaginar que Obama conseguiría una una victoria rotunda? &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="" lang="ES-TRAD"&gt;&lt;span style=""&gt;            &lt;/span&gt;Cual sería mi sorpresa el martes, 6 de noviembre, cuando a las ocho de la noche (hora del oeste) se declaraba a Barack Obama presidente-electo de los Estados Unidos. Mi sorpresa no era necesariamente porque Obama había salido victorioso en una campaña en la que fue definido como “terrorista” y “socialista”; en la que grupos de oponentes desearon su muerte en mítines políticos; en la que se descubrió un alegado atentado contra su vida y la de otros basado en ideales de supremacía blanca; en la que ciertos sectores de la población sintieron la necesidad de armarse dada su posible elección; y en la que universidades a través de la nación fueron testigos de incidentes de vandalismo representando linchamientos claramente de índole racial. En realidad, considerando la consistencia de su campaña y los tropiezos de la campaña de McCain, no me sorprendió tanto su elección como la rapidez con que fue proclamada. El apoyo que recibió Obama de una variedad de votantes es un elemento impresionante de su elección. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="" lang="ES-TRAD"&gt;&lt;span style=""&gt;            &lt;/span&gt;Aun así mi sorpresa e incredulidad continuó el día siguiente mientras caminaba en dirección a la universidad. Era un día de otoño típico en Oregon, mucha lluvia, nada de sol, y silencio, mientras todos buscan algún resguardo del clima. Aunque había verificado los resultados en el internet, sentía que ese día algo no encajaba en mi entendimiento de la realidad. Al ver el entusiasmo de mis estudiantes proponiendo un día feriado, me di cuenta que lo que no encabaja eran mis propias expectativas. Muy al fondo no creía yo que los estadounidenses elegirían—o elegiríamos—un presidente de ascendencia africana sin algún tipo de cuestionamiento del proceso electoral. En ese momento pude finalmente sentir un grado de satisfacción por lo que eso significaba. Se había derrumbado una barrera. Generaciones de estudiantes aprenderían y posiblemente se verían reflejados en la historia de Barack Obama, Michelle Obama y su familia. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="" lang="ES-TRAD"&gt;&lt;span style=""&gt;            &lt;/span&gt;Más allá del valor simbólico de tener una familia de afro-descendientes en la Casa Blanca, he reconocido que este proceso electoral ha dejado translucir que el pueblo estadounidense tiene cierta conciencia—no necesariamente afirmada pero latente—de las maneras en que diferencias de género, clase, etnicidad, y raza afectan las posibilidades de accesar círculos de poder y los recursos del estado. De otra manera, la representación en los medios de comunicación de la identidad racial de Obama, las nominaciones de dos mujeres, Clinton y Palin, y la extracción de clase trabajadora de Biden no hubieran tenido repercusiones en las campañas electorales. Hubo un escrutinio público de la manera en que Clinton y Palin eran criticadas, aun por comunidades progresistas, en términos que denigraban sus experiencias políticas y personales como mujeres. El día de las elecciones encontramos votantes aceptando que el prejuicio racial no les había permitido siquiera considerar la posibilidad de votar por Obama inicialmente. En medio de la crisis financiera, los medios de comunicación entrevistaban a estadounidenses que reconocían que el sueño americano no es igualmente accesible para todos y se rehusaban a aprobar la medida que utilizó fondos públicos para salvar a firmas financieras que habían participado en la creación de la crisis. En cierta forma, este año electoral ha incorporado al público en general en discusiones de desigualdad social que usualmente son silenciadas o ignoradas, excepto en medios de comunicación alternativos, organizaciones comunitarias progresistas y ciertos espacios en instituciones de enseñanza superior. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="" lang="ES-TRAD"&gt;&lt;span style=""&gt;            &lt;/span&gt;Aunque reconozco lo que hemos ganado como pueblo en este proceso electoral, la sensación agridulce que sentí al presenciar el discurso victorioso de Obama no me abandona. Esa sensación me recuerda tener un acercamiento crítico a los resultados de las elecciones. Tenemos que continuar haciendo preguntas. ¿Ha sido unificada la nación en este proceso? No. Mientras Obama gana con gran ventaja, una serie de batallas electorales a través de la nación fueron muy cerradas y requirieron otros conteos. Esta nación continúa estando dividida por una diversidad de intereses políticos relacionados a los derechos de los inmigrantes, entendimientos anglocéntricos de los Estados Unidos, derechos de la mujer y de comunidades gay y transgénero, la privatización de servicios sociales y educativos, la expansión de sistemas de justicia criminal y de sentencias mínimas mandatarias, agendas ambientalistas, la protección de corporaciones a costa del público, entre otros.&lt;span style=""&gt;  &lt;/span&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="" lang="ES-TRAD"&gt;&lt;span style=""&gt;            &lt;/span&gt;¿Cambiará la posición dominante y militarística de los Estados Unidos en relación al mundo? ¿Se eliminarán leyes que anulan derechos civiles y proveen amplios poderes a la rama ejecutiva en la llamada guerra contra el terrorismo? No necesariamente. Aunque Obama tiene una actitud conciliatoria y está abierto al diálogo con aquellos definidos como “el eje del mal” por la administración de Bush, también se ha comprometido a los ideales capitalistas que rigen nuestra política con el exterior y a la guerra contra el terrorismo—por ejemplo su apoyo incondicional a Israel. No es claro cuál será su tratamiento de la Alternativa Bolivariana para las Américas siendo implementada por Venezuela en colaboración con países caribeños y latinoamericanos. Todavía hay que ver cómo mantendrá o cuestionará proyectos corrientes que intentan desarrollar tratados de libre comercio con Latinoamérica en un esfuerzo liderado por los Estados Unidos para unir el hemisferio como bloque económico. Hasta ahora estos proyectos han apoyado la represión política de poblaciones indígenas en México y el desplazamiento de miles de campesinos en Colombia.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="" lang="ES-TRAD"&gt;&lt;span style=""&gt;            &lt;/span&gt;Y, ¿significa la victoria de Obama el fin—o mejoría—de la marginalización histórica experimentada por poblaciones de color en los Estados Unidos? No. El modelo multiculturalista que ha caracterizado tratamientos de diversidad racial y étnica en los Estados Unidos desde los ochenta en cierta forma nos permite entender cómo la elección de Obama no significa necesariamente una restructuración de la sociedad. Ha sido probado con otros personajes de nuestra historia reciente—como Collin Powell, Condolezza Rice y Alberto González—que la gente de color podemos ser incluídos en los mecanismos del estado, pero los legados del racismo no tienen que ser atendidos como una prioridad en la agenda política del estado. Multiculturalismo significa inclusión (a veces solamente como excepción), no igualdad de acceso. En cierta forma, uno de los retos que enfrentamos ahora es la afirmación de que la elección de Obama solamente prueba lo que ciertos multiculturalistas han argumentado por años: el racismo es una cosa del pasado. En este contexto debemos estar alerta para exigir atención del gobierno a las necesidades de nuestras comunidades locales y responder a cualquier reto que podramos enfrentar a leyes federales contra la discriminación racial y programas estatales de acción afirmativa para minorías. Debemos estar bien atentos también a la posible división de nuestras comunidades por políticas públicas que contraponen los intereses de ciudadanos e inmigrantes, minorías raciales, minorías sexuales, organizaciones ambientalistas y las clases trabajadoras. Se debe cuestionar la creencia común de que nuestras exigencias de justicia social para tod@s no están irrevocablemente ligadas. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="" lang="ES-TRAD"&gt;&lt;span style=""&gt;            &lt;/span&gt;Los próximos cuatro años presentan toda una serie de retos que requieren un marco político modificado para lidiar con una nueva realidad histórica. En mi salón de clase en Oregon tendré que transformar mi acercamiento a la historia estadounidense para incorporar discusiones sobre un presidente de ascendencia africana.
